Program Officer

The Program Officer will report to the Senior Director, Labor Unit and support field office operations from Partners’ headquarters. Duties include providing support and guidance on implementation of activities in the field, monitoring the project’s compliance with Partners’ internal policies and procedures and United States government (USG) rules and regulations—specifically those of the cooperative agreements, grants, and contracts under the U.S. Department of Labor (USDOL) and U.S. Department of State, among other potential donors; ensure the projects’ execution in accordance to budget timeline; and support staff management in the field as well as in headquarters, as needed. The Program Officer will also support the pursuit of new business opportunities, as needed, responding to solicitations and requests for proposals from the USG, corporate foundations, multilateral organizations, and other funding sources.  This position will be designated out of Home Office in Washington, DC. 

Essential/Primary Functions

Programmatic 

  • Assist in the overall implementation of each project in accordance with the objectives and indicators, as well as in line with each donor’s rules and regulations. 
  • Support the start-up and closeout process of each project as needed, considering required donor deliverables for each phase of the project and their respective timeframes. 
  • Participate in the development of each project’s Monitoring Plan, as required, and monitor each project’s progress in meeting the proposed targets. 
  • Review and provide feedback on technical deliverables.  
  • Monitor the implementation of each project’s Work Plan of activities, ensuring it is updated in a timely manner for effective project planning. 
  • Assist in the development of Scopes of Work for the elaboration of contracts for the implementation of each project. 
  • Participate in the revision and development of Terms of Reference for the procurement of contracts for the implementation of each project. 
  • Support the development and revision of each project’s Technical Progress Reports/Quarterly Reports. 
  • Participate in meetings with project donors and key partners. 
  • Coordinate communications efforts with the Communications Unit at Partners to give visibility to the progress, initiatives, and achievements of each project in accordance with donor rules and regulations. 
  • Represent the projects and the Labor Unit in relevant events, as needed. 
  • Coordinate and participate in weekly/bi-weekly meetings with staff and consultants in the field to monitor each project’s progress. 

Administrative 

  • Maintain communication with field staff to monitor project spending. 
  • Lead the revision of Sub-awardee financial reports. 
  • Ensure project expenses comply with donor rules and regulations. 
  • Review monthly Cash flow requests from field offices and Sub-awardees. 
  • Draft and submit POA’s financial reports / invoices to prime implementer organizations, as applicable. 
  • Draft and submit monthly Requests for Funding for each project based on upcoming month projections. 
  • Process wires, ACH, and check of requests as needed, ensuring compliance with contracts and donor rules. And regulations. 
  • Develop contracts and modifications as needed. 
  • Lead the Risk Assessment process for new and recurring Sub-awardee organizations in accordance with POA’s policy.  
  • Support the development of Project Revisions for submission to the donor. 
  • Support the start-up and closing of the administrative and financial aspects of the project. 

Secondary Functions 

Business Development 

  • Support the development and submission of proposals pursued by the Labor Unit by drafting proposal pieces and supporting budget development, as necessary. 
  • Actively search for funding opportunities for the Labor Unit 

Other 

  • Provide support to the Senior Director of the Labor Unit in all administrative and programmatic tasks as needed.  
  • Participate in Partners-wide or unit specific committees and working groups as appropriate. 
  • Other tasks as assigned. 

Qualifications and Minimum Requirements 

  • Ability to multitask and process information quickly and exhibit strong attention to detail. 
  • Strong problem-solving ability, outstanding interpersonal skills, and high energy and enthusiasm. 
  • Excellent writing and editing skills. 
  • Excellent communication skills and fluency in English and Spanish (written and oral).  
  • Excellent organization and time management skills, with ability to prioritize effectively and meet deadlines. 
  • Knowledge of Microsoft Office, especially Outlook, Work, PowerPoint, Excel. 
  • Demonstrated ability to work independently and to track and report on progress. 
  • Ability to competently contribute during donor/partner meetings. 
  • Ability to contribute high-quality subsections of donor/partner reports/proposals. 
  • Ability to manage 1-2 supervises. 
  • Thorough understanding of federal, state, organizational and other applicable rules and regulations required for the position.  
  • Ability to contribute to subsections of reports and/or proposals. 
  • Ability to competently contribute during donor, partner, staff, and/or other high-level stakeholders meetings.  
  • Ability to manage 1-2 interns and/or consultants. 
  • Must be able to travel internationally to and from the United States without need for visa sponsorship.    
  • Ability to travel up to 25% of the time. 

Education, Experience &Training 

  • Minimum of three years of experience in administration, operations, project management or related field preferred. 
  • Interest in international development, project management and organizational development. 
  • Knowledge of USG procurement policies and regulations.
