Director for Resource Development


Partners of the Americas seeks a proactive, highly motivated and detail oriented individual that will be accountable for the design and execution of timely, professional and effective RFP/RFA and other USG responses to new program opportunities, as well as for the continuation of current programs.

Required Skills and Experience

Superior written and oral communication skills in English. Strong problem solving ability, outstanding interpersonal skills and high energy and enthusiasm. Spanish fluency required. Strong people skills to work in teams and give leadership to initiatives. Government and foundation proposal development experience. Good instincts for communications and public relations.

Excellent proposal development skills as demonstrated by a successful track record with government funding, including assessing opportunities, conceptualizing design, recruiting staff, crafting capability statements, negotiating with counterparts and formulating budgets. Knowledge of development and field experience in Latin America and the Caribbean.

The position will involve working and learning in a dynamic, growing non-profit environment; travel both in the U.S. and abroad. Primary responsibilities include:

Support the Partners Resource Development Unit with new business opportunities with USAID, USG, multi-lateral banks, foundations and the private sector. This includes, but is not limited to:

  • Leading proposal efforts.
  • Working with multi-disciplinary teams to develop projects.
  • Conducting background research for proposals.
  • Drafting technical sections for proposals.
  • Recruiting potential staff.
  • Preparing cost and cost notes for proposals.
  • Intelligence gathering for opportunities.
  • Leading design and teaming activities in-country.
  • Ensure the content meets the stated objectives under the RFP/RFA.
  • Give leadership to other resource development unit’s initiatives.
  • Perform other duties as assigned.

The Director for Resource Development will be assisted by Program Officers in conducting desk and field research and backstopping. The Director for Resource Development position will join the senior leadership team. The position is expected to contribute to external relations functions, including news releases, congressional relations, newsletter, special communications with donors, and web page.

 Qualifications

  • Master's degree preferred or equivalent combination of education and work experience.
  • Minimum 5 years of experience in proposal development for program design/development of large-scale, complex projects for donors such as USAID, DOS, and DOL, with a strong focus in Latin America and the Caribbean.
  • Knowledge of USAID and its operations and other donor-funded programs in Latin America and the Caribbean
  • Understand the context and complex of requirements of a RFP/RFA.
  • Ability to set up RFP/RFA, and other contract strategies and managing deadlines.
  • Excellent research, writing and editing skills.
  • Progressive experience and proven ability to work independently and manage large strategic proposal teams.
  • High proficiency in Microsoft Office.
  • Ability to work effectively both independently and as part of a team.
  • Excellent organizational skills and be detailed oriented.
  • Be able to manage time, set priorities, and meet deadlines.
  • Fluency in English and Spanish.

Proactive in acquiring, synthesizing, presenting, and disseminating information relevant to new business/program development including new opportunities, emerging needs and trends, innovations, existing programs/projects, potential donors and partnerships, and new business strategies.

This is a full- time HQ position based in Washington, DC.

This position will play an important role in contributing to new organizational initiatives, interacting regularly with the leadership team, staff, and Partners volunteers in the field.
